Found in virtually every pirate city, this is in all regards except name the pirate equivalent to the Magistrate's Office present in the cities of the other nations.
The Town Boss also is for all practical purposes identical to the Magistrate, often also offering the same missions as the ones found with another nation's Magistrate.
Can also have other NPCs with missions or dialog.
