A rather shady character explains about using hidden smuggler tunnels to get all over Tortuga, much more quickly than wandering about through the streets.
Mission Notes
To complete the mission, just follow your progress shown in your J)ournal to whatever is the next smuggler tunnel door to take, (with the first door behind McCraken, being an obvious choice).
From the choices available when you click on the door.
Zoom your mini map in to 5y and a destination waypoint will appear.
Your first destination is to The Inferno where The Empty Gibbet tavern and Pirate Hunter are nearby.
Eventually, you will be given the last waypoint, back to The Docks.
Jerome will now have a question mark over his head, indicating that the quest objectives have been completed. Collect your reward.
