Charles Johnson admits that his previous source had been mistaken and that he'd sent you against the wrong foes. Now he claims to have found out where Massey and Lowther really are. You have to go and bring in Lowther, before he gets killed.
Mission Notes
You will be confronted by two flotillas of pirates ship (three ships to each group, all enemies between level 45 and 50). Take note of Lowther's ship, because this is the one you have to board. Apart from trying to get to him before he's sunk, you don't have to dive into the fray straight away, as the two pirate groups will fight each other. You can wait a bit for them to soften each other up, just keep a close watch on your main target.
Meeting the optional objective to sink Massey's fleet seems to reward you with additional copies of Lowther's Lifeboat (completing the optional objective resulted in three Lifeboats being handed out instead of one).
