The Jolly Roger, or Skull and Crossbones.

Pirates, though not technically a nation, are the most populous of the four national powers vying for control of the Caribbean in Pirates of the Burning Sea. Their starting city is Marsh Harbor, in the northern Florida Keys. They are unique from the other three powers in that they can sieze enemy ships for later use.
