Pirates, though not technically a nation, are one of the four national powers vying for control of the Caribbean in Pirates of the Burning Sea. They are unique from the other three powers in that they can seize enemy ships for later use.

The Pirate starting city is Marsh Harbour, in the Bahamas. Their capital in the Caribbean is Tortuga.

Brethren of the Coast - The pirate naval force, its leader, William Kidd, also acts the leader of the pirate nation.
Smuggler's Union - The pirate trade union, working with less-reputable traders across the burning sea to bring wealth to the Brethren.
Men of War - The pirate nation's pirate hunter faction, they hunt Rogue Pirates and the enemies of Captain Kidd.
Sea Dogs - Unfinished faction, they are described in game as an independent group of pirates that is neither with or against the Brethren.

For Pirates, resource availability is fairly stable. This is because Pirate ports (and their resources) are not subject to permanent capture like National ports.
