A Mark of Victory is a special award and which is stored in your Personal Inventory similar to Pennants and Commendations.
Missions
One Mark of Victory is awarded for doing one of the unrest bundle turn-in missions. These are available from the Rebel Agent in a conquerable foreign port or the Garrison Commander in conquerable ports your nation controls[1]. These missions are repeatable as long as the port has less than 5000 contention points although the Garrison Commander missions also require that the port have at least some contention generated by other nations. The cost of a single unrest bundle is at least 2500 and depends greatly on its many ingredients. Consequently some consider this the upper limit of the worth of a Mark of Victory. The other unrest missions such as the Blockade/Patrol mission and the turn-in missions involving Small Arms, Black Powder, Rum and What was the fourth again? do not reward a Mark of Victory.
PvP
Marks of Victory are also rewarded for defeating other players on PvP combat. The number awarded range is 1 to 5 based on the level of the ship the target was sailing. 10-19 gives 1 mark, 20-29 gives 2 marks, and so on.
Trade
Recently the Mark of Victory has been made tradeable. This means the item can be listed on the Auction House. This is to give PvP players a way to profit from their high-risk endeavors while PvE or Economy focussed players get access to the rewards provided by Marks of Victory[1].
Rewards
Marks of Victory can be turned in at Prize Agent in the Admiralty Office in your Nation's Capital for various rewards. Note that you will only have to option to receive the highest level European Commendation that is available at your level.
