A Mark of Victory is a special award and which is stored in your Personal Inventory similar to Pennants and Commendations.
PvE
One Mark of Victory is awarded for doing the unrest bundle turn-in missions available from the Rebel Agent in foreign ports and the Garrison Commander in your nation's ports. These missions are repeatable as long as the port has less than 5000 contention although the Garrison Commander missions also require that the port have some contention generated by other nations.
PvP
Marks of Victory are rewarded for defeating other players on PvP combat. The number awarded range is 1 to 5 based on the level of the ship the target was sailing. 10-19 gives 1 mark, 20-29 gives 2 marks, and so on.
Rewards
Marks of Victory can be turned in at Prize Agent in the Admiralty Office in your Nation's Capital for various rewards. Note that you will only have to option to receive the highest level European Commendation that is available at your level.
