A Mark of Victory is a special award and which is stored in your Personal Inventory similar to Pennants and Commendations.
There are some changes planned which make the current content of this article untrustworthy.[1]
PvE
You receive one Mark of Victory are awarded by doing the unrest bundle turn-in missions available from the Rebel Agent in foreign ports and the Garrison Commander in your nation's ports. These missions are repeatable as long as the port has less than 5000 contention although the Garrison Commander missions also require that the port have some contention generated by other nations.
PvP
Marks of Victory are currently also gained by boarding another player in naval combat and win. This is changing with version 1.1, as the restriction to boarding another player was not intended[1].
Rewards from defeating other players this way are scaled to the level of the ship the target was sailing. The range is 1 to 5 marks, based on the level of the target's ship. 10-19 gives 1 mark, 20-29 gives 2 marks, and so on.
