The enemy is up to something: their ships are trying hard to separate the town patrols from each other. The magistrate assumes that a second enemy fleet isn't far behind and that it will try to strike through the gap. You are tasked with collecting the scattered patrol ships and then lead them against the enemy fleet.
Mission Notes
As far as mission mechanics are concerned, this mission is an almost exact duplicate of The Commodore Strikes Back - except for the fact that you can't prevent the second fleet from appearing.
This is a massive sea battle against a superior fleet. The initial forces are more or less evenly matched: there will be three enemy groups of 3 ships each, with two or three of your NPC allies standing against them (all opponents are between level 24 and 28).
There is a relatively short timer (considering the number of opponents) going, at the end of which six more enemy ships will spawn nearby. Needless to say, you should try to kill as many of the initial opponents as possible in that time. You should also seriously consider bringing a group for this mission
