The magistrate wants to send out another convoy, and wants you to escort it. A series of lighthouses will show the way, but those will have to be signalled at the proper times to surprise the enemy.
An escort mission. There will be four lighthouses, with the mission's exit point in front of the "final" one. At all lighthouses a "sleeping" ship is located. That means you can sail up to it and just board it (ships show "crew sleeping" debuff). Two extra ships are sailing around and are hostile from the beginning.
Your escortee will hold position unless you light a lighthouse and click it again to signal him to come to that position.
Basically, best strategy is to board the "sleepers" and then close-combat the two remaining ships one by one. Signal your capital ship if the area around a lighthouse is safe.
