Close Haul means sailing into the wind.
As you steer your ship more into the wind (directly toward it), your ship will slow down as there is less wind in the sails to give you speed.
There is a ship upgrades that can improve your 'close haul' speed. These are called 'Catharpins' (pronounced cat-har-pins).
