Simply go and talk to the NPC that is indicated on your local map to receive your Holiday Bundle.
This varies by Nation:
The Holiday Bundle can be used and will hold 10 pieces of one Christmas item.
You need to trade with other players to collect the 5 different pieces which you exchange for a Festive Hat (Clothing item) and that year's Holiday Title.
