The Deputy Magistrate blames the fact that you got attacked on treachery by his subordinates. Nonetheless, he feels that the search for the missing Magistrate is a lost cause, and asks you to deliver a letter declaring him dead to a messenger that waits on board of a ship outside the harbor.
Mission Notes
After the mission starts, there will be a single level 21 ship just ahead. Approach it and click on it to deliver your letter.
At this point it will become hostile (is there anyone who actually didn't see this coming??), and also, two additional level 15-17 opponents will appear some distance off and go after you. You only have to kill your original target to finish the mission - the other two ships are not required. It makes your job a bit easier if you maneuver so you will hit his stern with your first broadside after the fighting starts.
